[PALS-CAT] CORRECT and CORRECT DISPLAY feature

It has been reported to PALS that the permissions of a higher Cataloger
Level from another library are appearing on some bib records. It was
discovered because the OWN library cataloger tried to edit their 'own'
record, but weren't allowed to work on the record. When 'viewing the
record's catalogers' (Cataloging module/Edit/View Record's Catalogers ),
it was discovered the username id was from another library and the
cataloger level was 99. The OWN library cataloger has a cataloger level
of 40, so could not do work on the record because of the lower level.

The problem exists if catalogers have privileges allowed to CORRECT and
CORRECT DISPLAY headings from the GUI OPAC Search Module. The CORRECT
feature allows anyone with privileges to correct bib record headings.
But, the OWN code functionality to deny permission of working on another
libraries' bib records is not functional from the GUI OPAC Search
Module. The OWN code only works in the cataloging module. The GUI
OPAC Search Module allows permission based on the allowance of
privileges.

In our GUI OPAC Search training, we advised System Librarians to
disallow this feature. This is done in the ADMIN module ...

--- ADMIN/Privileges/choose password/Access Rights/SYS01-OK/OPAC/Correct
Headings and Correct Display (deny).

In our examination of privileges for all libraries that have migrated to
ALEPH, we find that only 4 libraries (MHS, GAC, RVL, and SMU) have
denied this privilege for all their user passwords. The following
libraries need to deny the privilege for all your user passwords: CWN,
DNR, DTE, FIR, LRL, MAG, MDR, MDT, MSL, MSU, MWL, PCA, RCL, SBJ, SCC,
SCS, SET, SSU, UCR, WSU. As a result of this discovery, Dan has begun
reinforcing this message at the Systems Librarian Training that is now
underway for the Eta Libraries.

Things that need to happen now:

1) I will send a 'bug' to ExLibris about this flaw in the system.
Even though we knew this wouldn't work in our multi-administrative
environment, the library using the feature and creating the problem on
another OWN libraries' bib records has encouraged us to send this as a
'bug'. Especially, since it disallows our architectural environment
from using a very efficient way to 'correct' bib record headings.

2) If any of you have used the CORRECT feature, could you advise
me at the PALS office? Otherwise, we will have to check for the
possibility of every password on all bib records in SYS01.

3) PALS will identify bib records that have another library
password and the cataloger level. To get the cataloger level back to a
level where your catalogers can work on their OWN records will be a
one-by-one record change of the CAT level. PALS cannot do a global
change of that. Once we have identified any of your bib records that
have been affected, we will send you information on how to change the
CAT level. We do not have a timeframe established when we can get this
work done. It will be added to our Workplan document.

Thanks,

Mary Ann
